Doug Kulper joined the firm in September 1992, became a partner on January 1, 1999, and is the most recent former managing partner of the firm. Among other things, Doug is District Counsel for the Calleguas Municipal Water District, which supplies water to over 75% of Ventura County. His practice emphasizes business and real estate litigation, and public entity law.

Doug graduated from California Polytechnic State University at San Luis Obispo, with a B.S. in Business Administration with a concentration in accounting in 1984, and received his M.B.A. from Cal Poly in 1985. He became a Certified Public Accountant while employed as a supervising senior auditor with the international accounting firm of Arthur Young & Co. (now Ernst & Young) for more than three years in Orange County. He continues to maintain his CPA license and related memberships.

After several years as a CPA, Doug returned to school to earn his law degree from the University of Utah College of Law, Salt Lake City, in 1992. While at law school, he was a member of the Utah Law Review and was one of three members of the National Moot Court team, which won the five-state Mountain Region Competition and later competed in the national competition in New York City. A national tax publication republished his Utah Law Review article on gambling debt forgiveness. Doug has fond memories of law school primarily because of the variety of activities he enjoyed as an officer in the Phi Alpha Delta law fraternity, a regular writer for the law school's newspaper “The NeO-Analyst,” founder of the Wheels of Justice Cycling Club in Salt Lake City, and a member of the Mayor's Bicycle Advisory Committee.

While at Ferguson Case Orr Paterson, Doug developed the CPA/Law Society of Ventura County (www.cpalawsociety.com) and has been President of the professional organization since January 2000. He has focused his efforts on growing the organization, while maintaining informative and interesting meetings. The CPA/Law Society now has chapters in Ventura, Westlake Village, and Santa Barbara. Doug created a scholarship program for local college students in 2003, which has grown considerably over the years. The CPA/Law Society surpassed $180,000 in cumulative scholarship awards in February 2009.  

Doug is an adjunct professor in the Economics Department at the University of California Santa Barbara, where he regularly teaches Law and Ethics, and will add the Financial Accounting Analysis and Planning course in the fall. He has been an adjunct professor at California State University Channel Islands in Camarillo for nearly five years. Doug has taught Managerial Accounting, Business Law, and Scientific & Professional Ethics to students in the Martin V. Smith School of Business & Economics. He is also a member of the Business Advisory Council for the MVS School of Business. Doug is a vocal proponent of the new university and believes it will continue to develop into one of the preeminent CSU’s.

Doug has been an active member of the Ventura County Bar Association's Law Day 5K Run/Walk race committee his entire career. He also previously served on the Board of Directors of a 200-unit homeowners association for more than three years, and was the President for the final two years.

Doug resides in the City of Ventura, only two miles from where he grew up. He loves cycling in the Ojai area, and running and walking on the trails in Arroyo Verde Park, fly fishing in Oregon and Idaho, among other outdoor activities.
